Across urban contexts, climate change is not only an environmental phenomenon but also a driver of inequality due to historical urban design and city planning.  As climate risks escalate, long-standing social structures are being reinforced, and vulnerable communities are being disproportionately impacted.

In this scenario, the JUST4CARE project aims to create a knowledge space where environmental data and local expertise can be combined to support more inclusive and evidence-based policies. Central to this approach, ARIES allows connecting fragmented information on environmental change and human systems through artificial intelligence and semantic technologies, facilitating an integrated understanding of complex socio-ecological interactions.

Through collaborative work in the cities of Madrid, Ankara, Budapest, and Zagreb, the project supports the active participation of affected communities in designing adaptation strategies. Its objective is to embed equity and resilience into planning processes in addressing the needs and vulnerabilities of marginalised and disadvantaged groups, which are those most affected by climate change due to factors such as age, health, socioeconomic status, and geographic exposure.

In doing so, JUST4CARE moves from fragmented assessments toward integrated, AI-driven knowledge systems capable of addressing complex human–environment interactions. to integrate principles of climate justice into dynamic climate risk assessments and monitoring maladaptation, ensuring that solutions are adaptive and context-sensitive.

From our central hub at the Basque Center for Climate Change (BC3) we conduct inint activities with more than 20 countries. Those activities notably take the form of a portfolio of 12 projects each year, a selection of which is shown on this map.
